This paper outlines the development process of an in-house digital EFL textbook for first-year university students in Japan. The methodological framework used to develop the materials integrated the themes of the Sustainable Development Goal (SDG), adopting a skills-based approach to communicative competence and using the Common European Framework of Reference for Languages–Japan (CEFR-J). To support ongoing revision and improvement, the authors adopted the Successive Approximation Model (SAM), which allows materials to be developed, tested, and refined through repeated cycles of feedback. Piloted over two academic quarters, the textbook demonstrated that skills-focused instruction supports sustained discussion and strategic competence. Feedback from instructors and students then informed ongoing revisions to each unit. The digital format enabled immediate updates and flexible adaptation of materials throughout the development process. The authors discuss how SAM supported the design of the materials and advocate for an agile design approach to the creation and continuous improvement of digital learning materials.
