The term "International English" frrst came to be frequently
used in Japan in the late 1960's when intercultural contacts
dramatically increased. It was, however, only in the middle
1970's that scholars began to carry out academic research
on International English from the viewpoint of "English
as an International Language." This short article reviews
the philosophy of English as an International Language (ElL)
advocated by Larry E. Smith, a Research Associate at the
East-West Center, Hawaii, and highlights some important
published works in the field.
